Yes, The Xencelabs driver, as of macOS driver 1.3.0-43, reads the setting in the macOS Mouse and Track Pad utility and will scroll according to how it is set there.
To change the scroll direction for your Quick Keys Dial, click on the Apple, select System Settings, and then select either Mouse or Track Pad. Please take a look at the image below for more detail.
