Disable Angle Snapping

I've been having some issues with CLIP Studio and Photoshop - the initial stroke is a straight line (velocity really affects the first stroke).
I tried enabling Windows Ink and trying out the different settings in CLIP's tablet preferences but it's not helping.

Here's a recorded animation just using circles:

I tried out other applications and it's only CLIP & Photoshop that display this strange behaviour. Whilst testing out other applications I noticed that in almost all of them some kind of angle snapping is occurring along the vertical and horizontal axis. This is causing circles to deform into a squarish appearance

I also noticed that in Affinity Photo and Designer it's creating a separate initial stroke. You can see it when you undo a stroke:

Corel Painter seems to not be affected by angle snapping or strange initial strokes. It produces organic strokes / circles:

So it looks like it's possibly caused by the drivers' algorithms?
Does anyone else notice this behaviour?  It's really throwing me off when sketching.
I'm running on Win10x64 with only the XenceLabs drivers installed.
